John Kirby, a spokesman for the White House National Security Council, said intelligence suggests some people in Russia's intelligence system are planning demonstrations in Moldova to spark an insurgency against the new pro-Western government. Moldova was granted candidate status to join the European Union in June last year. War-torn Ukraine was also given this status on the same day. Kirby said intelligence suggested Russian elements would help incite protests in Moldova and train protesters.
